Can shareholders borrow money from their company? How to deal with its interest?

Yes they can. If the interest rate is lower than market interest rate, the shareholders have to pay FBT tax, because the low-interest loan is a benefit received from the company. If the interest is equal to market interest rate, there is no tax issue.
